👑 The Stratus Doctrine on Civil Safety

📘 Preamble

In defense of the dignity, rights, and protection of the citizens of the Imperial Republic, and in response to rising threats and hostile actions against its people by foreign entities, the Throne hereby proclaims the Stratus Doctrine on Civil Safety. This declaration asserts the Republic’s absolute commitment to the safety of its citizens throughout the galaxy and affirms that any harm inflicted upon them shall be met with proportional and decisive response.

📜 Articles of the Doctrine

Article I – Universal Right to Safe Passage It is the declared right and liberty of every citizen of the Imperial Republic to travel unmolested and without fear of harm throughout the galaxy. No government, organization, or individual shall infringe upon this right.

Article II – Attack Upon a Citizen Equals Attack Upon the State Any act of aggression or harm directed toward a citizen of the Imperial Republic—by foreign governments, military forces, leaders, or militias—shall be considered an Act of War against the Imperial Republic itself.

Article III – Response Doctrine The Imperial Republic Armed Forces, under the direct command of the Grand Admiralty and oversight of the Throne, are hereby tasked with responding to such acts with certainty and overwhelming force, as determined appropriate by military leadership and the Royal Imperial Throne.

Article IV – Enforcement by All Branches This doctrine shall be enforced across all branches of the Imperial Republic Government, including its ministries, intelligence services, military divisions, and foreign diplomatic corps. No agency shall act contrary to the spirit or letter of this declaration.

Article V – Sovereign Warning Let it be known to all systems and sovereign entities that the retribution of the Imperial Republic, should harm befall its people, shall be absolute, swift, and understood as certain.

🖋️ Issued in Ceremony Before the Senate and High Council

This doctrine was proclaimed in a joint session of the Galactic Senate and High Council, attended by the Royal Family, Throne Advisors, and military dignitaries. It was during this session that High Prince James Stratus appointed Admiral Jared Quinn to the Grand Admiralty and tasked him personally with the enforcement of this directive.
