1. A formal Declaration of War may be issued by:
- The Supreme Ruler
- Any two members of the Throne (Executor, Grand Vizier, Supreme Chancellor)
- A two-thirds vote of the High Council or Senate, with Minister of Defense present
- Emergency declaration by the Minister of Defense (see Article 6.1 of the Charter)
2. Emergency War Status (without formal declaration) may be invoked:
- If hostile engagement occurs within Imperial borders

The following individuals possess Ultimate Authorization Codes (UAC) and may bypass normal confirmation layers in crisis conditions:
- Supreme Ruler (unlimited UAC)
- Executors (limited scope by decree)
- Grand Vizier (limited scope by decree)
- Royal Family Members (designated)
- Agents of the Throne (mission-specific UACs)
Authorized independent actions include:
- Emergency AI shutdown
- Orbital defense activation
- Instant fleet redeployment
- Seizure of facilities or command override

π¨ Section IV β Emergency Powers
In a declared State of War:
- The Minister of Defense may:
- Mobilize all military assets

- Enforce diplomatic blackouts
- The Throne may:
- Nationalize defense production
- Activate WMD protocols (see below)

1. Superweapon Status: All weapons classified as planetary, system-level, or WMDs (as defined by COMPNOR and Ministry of Defense) fall under this protocol.
2. Launch Authorization:
- Requires two-man CAC confirmation:
- One Flag Officer
- One High Command or Throne-appointed commander
- Requires biometrics and active rotating token
- Requires system integrity check from AI monitor
3. Ultimate Override:
- A single Royal Family member with UAC may initiate deployment only if:
- Communication links to command are severed
- An existential threat to the Imperial Republic is verified
- AI core confirms loss of command quorum
4. Failsafe:
- COMPNOR and IRIS must maintain live audit of all CAC/UAC events

All wartime CAC/UAC events and major operations must be recorded and reviewed post-conflict by the following institutions:

- State Security Council (SSC)
- High Councilors with Defense Oversight
- Senate Defense Committee
- COMPNOR Oversight Division (if applicable)
- IRSB Audit Board (if applicable)
All ACMM logs, biometric scans, and confirmation histories must be retained and presented to auditors upon demand.
